Entertainment Rights (London, England, 44-208-762-6200): Chloe van den Berg has been promoted from sales director to director of international, a newly created role that will see her developing launch strategies for properties owned by ER and its third-party clients in all global territories except the U.S.

To help van den Berg implement these blueprints, ER has also brought aboard a couple of new territory managers, who will initially concentrate on bolstering revenues for Basil Brush, Postman Pat and Fat Albert. A former sales manager at Sullivan Entertainment Europe, Gillian Calvert will manage Scandinavia and Benelux, with Karen Vermeulen taking on Germany and the U.K. Vermeulen hails from Technicolor, where she was an account manager for Buena Vista Home Entertainment. The third territory opening for Central and Eastern Europe, the Middle East and Africa will be filled by Leila Ouledcheikh, who spent three years at HIT Entertainment as a territory manager, working on brands including Bob the Builder and Pingu.

Lions Gate Home Entertainment (Santa Monica, California, 310-449-9200): The vid distributor has named Anne Parducci its new executive VP of marketing, in charge of building buzz for 8,000 existing and upcoming titles and expanding the division’s international presence. Prior to joining Lions Gate, Parducci was senior VP of business development at Mattel.

Porchlight Entertainment (Los Angeles, California, 310-477-8400): On the heels of Melissa Pearce vacating her director of international licensing and marketing position to join the Walt Disney Internet Group’s wireless division, Jeffrey Englen has stepped in to fill the vacancy. A former director of licensing for Dutch production company Telescreen, Englen will kick off his new job working with Porchlight’s international agents to find licensing and promotional partners for series such as Tutenstein and Jay Jay the Jet Plane.

Scholastic (New York, New York, 212-343-6100): Linda Keene has stepped down from the publisher’s board of directors to take up a full-time position as executive VP of marketing. Keene takes the reins from Dick Spaulding, who’s retiring after 44 years with the company. Keene, who has consulted Scholastic on marketing and organizational issues periodically, should be able to get off to a running start leading efforts in branding, marketing communications and team development.

Sesame Workshop (New York, New York, 212-595-3456): In book news, the Workshop is aiming to grow its publishing business outside the U.S., bringing on Susanna Phillips to lead the charge as director of international publishing. Phillips is fresh off a stint as director of international and domestic special sales at Reader’s Digest Children’s Books.

Turner Entertainment (London, England, 44-207-478-1000): As part of a pan-Euro strategy to consolidate management of local markets, Turner has promoted three execs to the general manager rank. Richard Kilgariff will head up the company’s U.K. channels, with Tina McCann handling the broadcast business in France, Italy and Spain and Dee Forbes running the Nordic, Central and Eastern European and EMA nets. Under this new structure, Kilgariff, McCann and Forbes will take care of programming, scheduling and research in their territories, as well as working with Jeff Kupsky, executive VP of TBS Europe, and VP of business development Pete Flamman on new business strategies. Kilgariff and McCann will both continue to serve as senior VPs, while Forbes will hang onto her senior VP of advertising sales role.

With just over a year under his belt as head of program production for Cartoon Network International, Finn Arnesen has been upped to the dual role of senior VP of original animation and acquisitions for Europe, the Middle East and Africa, and international head of program production outside the U.S. His doubled remit means that in addition to McCann, Arnesen will now report to TBS Europe president Nan Richards, TBS Asia president Steve Marcopoto and TBS Latin America president Juan Carlos Urdaneta.

Walt Disney Company South Asia (Hong Kong, 852-2203-2196): As Disney negotiates with Star India to carry three of its kids channels (Disney Channel, Playhouse Disney and ABC) in the region, the company has tapped Rajat Jain to head up its Indian operations in Mumbai as VP and managing director. The former executive VP and business head of SET MAX at Sony Entertainment Television India will oversee all local on-screen activities for Walt Disney Television International India.

The Wildflower Group (New York, New York, 212-924-2322): The character licensing and marketing agency has brought in Elyce Goldstein as director of sales, and her first responsibility will be to lock down licensing deals and domestic sales for irreverent teddy bear property Newton’s Law. Goldstein hails from Tribune Media Services, where she headed up programs for classic and contemporary comic strips such as Dick Tracy and Little Orphan Annie as director of licensing.

Wild Planet Toys (San Francisco, California, 415-705-8300): The spunky toyco has lured Melissa Torok away from her GM job at University Games to oversee marketing plans for its Aquapets, Off the Map and SpongeBob SquarePants product lines. Torok has clocked in eight years working in consumer products and six years developing products for kids and parents.
